I mean maybe she never wanted a cat in the first place tbh and put up with it for a long time. Do you plan on paying the full deposit when the lease is up? Having a pet isn’t something everyone wants so maybe she just didn’t say anything for a while to spare your feelings and she probably didn’t think you would get another cat so fast
If she's only had one relationship before you it would be expected that she might be nervous about making a lifelong promise to only the second guy she's ever been with. This isn't to say you're not a fantastic person. Just that at this point she has very little in terms of basis of comparison to know that you're absolutely the best fit for her out of everyone else on Earth. This is pretty standard in someone just 20. You may need to be more honest with yourself about your own willingness to believe this is the relationship you want forever. This would also shed light on why she not be ready to make permanent life decisions without the real world life experience to know for sure that she's ready to do that.
