There is no good answer here. Did your ex really change? It's impossible to know, you got out of addiction and seems to be in a better place mentally in general. Change is certainly possible.

He obviously should have asked before kissing her so I think he's wrong in that, but unless you two have a “flirting with strangers is ok” agreement (doesn't sound like it), you're totally entitled to be upset because that's a crossed boundary.
