No, I highly advise you don't say that. It's just way too much. “Hey, I like you. Would you be interested in going out?” That's all. You don't need to water it down by acknowledging what she might be dealing with. If she's dealing with shit, she'll tell you.
You also don't need to say you need the communication to improve. That would be an inherent expectation if the two of you were to start dating or get into a relationship. You were being unreasonable to set expectations on communication to this point given that you're nothing more than chat buddies.
