It depends on the area – LA has far fewer than NYC for example. In addition, they are often crowded and if you're a single man with no children it can be harder to find one.
Further, I have talked to a lot of homeless people who prefer to be on the street because it is safer and more comfortable. Homeless shelters are rife with abuse, sexual assault, and theft of belongings. They can also be very restrictive – I know in NYC curfew is 10 pm.
