Yeah… the hypocrisy there is real…
Different people would approach it differently (obviously), but personally, while this is something that wouldn't leave my mind any time soon (you should make it clear to your gf), I could deal with it… as long as she maintained no relation with the guy, or better yet told his gf he cheated on her.
The second option might be nuclear for her relation with her friend, but this what someone really abhorring cheating would do. First option is lighter…, but it requires telling her friend about her fling with her brother, and that she does not want to see him anymore. This could sabotage her friendship as well.
I suppose it is fine, she does not need to strain her friendship, and you should not press her for it…, but you should make it clear you can't accept things as they are, and will have to break up, unless she does one of those options.
This is my biased take, but I guess that depends on your feelings towards cheating in general.
