If he's not shifting his dating age window as he ages, I'd guess he's a petty, shallow, narcissist.
He's just a boyfriend so just break up. He's not putting in effort, he doesn't seem to make you happy (nor care about trying to do so), and you're wasting money & energy for nothing. Move on to someone who will a minimum meet you half way. You don't have to stay unhappy.

I guess my fear about seeming clingy is in case his more restrained behaviour is a sign of wanting to take things slowly – anytime I've asked, he's said he's happy at the pace we're going, but I worry this may be seen as something of an escalation – does that make sense?
