So the guy’s wishes and willingness to be in a relationship (despite flaking multiple times) is more important than your resounding no – according to your friend.

Sounds like a win-win situation to me. Think long and hard about what your friend is prioritizing in this situation and what she brings to this friendship if the guy being crazy is more important to her than you saying no repeatedly.
And make her understand that this isn't romantic and boy how do I leave that dude behind!!!
she’s a grown woman living in the modern society, so she very well understands the danger of dating creeps like this so there’s no excuses like she didn’t know or whatever. If she really doesn’t grasp it, we’ll do you want to be friends with people like this?
