OP gave this woman the benefit of the doubt, and all that's happened is his time being wasted for a whole month. Being late once or twice is fine. Consistently being late at a time when people are supposed to be on their very best behaviour is ridiculous.
Every individual needs to decide for themselves their boundaries and the treatment they'll accept from others. But if this is how this woman begins a relationship, then I can't imagine the level of disrespect OP is going to face after a year or two.
And yes, there are people in my family with ADHD. That doesn't get my husband out of household chores. He knows I will no longer waste my time waiting for his parents to bother turning up at a restaurant or whatever. If they can be on time to work, they can be on time to meet me. If they don't want to be, then I'll begin whatever the planned activity is without them. Life is too short for me to manage other people's recreation.
