Wife and I were vaguely similar. She asked, I tried to be diplomatic, said I prefer long hair, but it’s her hair so she should have the haircut she likes.
So she cut it super short, and we essentially agreed that it was totally fine but agreed she’d never ask if I liked it and I’d never comment on it. Works well for us even if it sounds a little weird.
It’s her hair so it’s totally fine for her to do what she wants, and it’s ok for me to not love it, but neither of us has to be mean about it or make it a point of contention.
It's very likely she knows exactly what she's doing and is either unaware or knows and doesn't care that it affects other people.
I knew a person like this. She wasn't nessesaily a bad person but it was very clear she valued herself on her ability to attract men and would use that as a form of validation as opposed to having any genuine attraction to the person in question. In the end her behavior was impacting my relationship with friends and I had to cut it off although I did have sympathy for her because i can't imagine it's nice to have no innate value towards yourself beyond what I've described above.
If you're going to have a conversation with her I would emphasize the impact it has on her friendships. If she cares about that she will recognize she will have to change her behaviour to preserve that.
