Sure but it’s not like you didn’t have a good reason and it’s not still public info. I think ‘invasion of privacy’ is a deliberately emotive term to use because it automatically paints you as the villain when he’s being shady.
It’s been 2 years. What’s to consider? If you want to be in a relationship with someone who always wants to be in one with you, you just… do that. Either he’s bullshitting about just wanting to be able to ‘give it his all’ (what does that even mean) and mired down by small doubts and he’s just stringing you along, or he genuinely feels this way and isn’t ready for a relationship. Either way if that’s what you want you’re not gonna get it here.
Are your parents paying for this? Have finances changed?
You really should do med school in the country where you want to practice because you need to qualify and license there. Nursing is not a prerequisite to med school in the US nor in EU countries that I’m aware of. (I tutor nursing and premed students in the US and Europe.) And a nursing or medical degree from country X may not be accepted in country Y.

It’s so important and I’m guessing not easy to admit to, but fuck me do we all need some hope that people can change, and evolve – and what a great example you are setting by saying yes we can change, with accountability, self reflection, and help.
