You posit this as though she wants to online this way. An alcoholic who's in charge of children is a danger, especially if you think there's mental illness on top of it. She doesn't need motivational quotes, she needs serious medical intervention ASAP. So if you have the bandwidth and you truly want to help you'll sit her down and tell her that she either takes your deal or she's out of your life forever. Tell her that you'll help her find an in-patient rehab/psych facility and you'll let her kids stay with you while she's there. Stress that this is her last shot with you and that if she doesn't agree to it you'll do everything in your power to make sure her kids are safe, including opening a case with child protective services. If she were childless you could just cut her out of your life. But to leave someone like this with minor children in the home would be pretty irresponsible.
