Well you said you’d call at 2:30, not around 2:30. Some people are very literal. There’s also a large segment of the population that hates it when people are late. They take it as a lack of respect for their time.
You say you feel like she’s punishing you, but her not making time to call you after you missed the call time is not necessarily a punishment. Maybe she no longer had the time to talk to you? Maybe she got busy? Maybe she was annoyed that you wasted 20 minutes of her time and she didn’t want to talk to you anymore?
That’s not a punishment, that’s just consequences of your actions.
