OP never said it was an abusive relationship. She said it's “not healthy.” That can mean any number of things. Why can't she get a job and a driver's license now in the state where she lives? Then she could save money for her own place. Why hasn't she had either a job or license for the past 5 years? Whatever the reason is, I doubt it will magically resolve itself once she's dependent on you.
If you can't afford to help your sister out in a shelter or in her own place with a roommate, how are you going to afford a place for the 2 of you with only one income?
I would demand to see some initiative from my sister before I threw away my relationship and financial stability for her. She could at the very least get a license.

I watched my sister die and it took me years to function again…but I did it eventually.
Be careful with alcohol and drugs, they will temporarily mitigate some of the pain, but there is a good chance you will end up destroying yourself.
