I adopted two children from a family where parental rights were legally terminated. My son is fairly impaired from injuries by his birth mother. He has little to no understanding of adoption and other family so not questioning. My daughter was told about courts terminating parental rights and the physical abuse that led to that. But she has 3 biological sisters from that family and was curious about them.
At 18yo, we helped contact the 3 sisters, who do know each other. They had been adopted before we were involved with these two that we adopted. I did warn my daughter that her mother had been violent related to a mental health disorder and that could be hereditary and possible in one or more of her sisters. So safety was emphasized.

My point is that there is some risk to your stepdaughter in granting access to the family. Her mother was very clear in trying to protect her daughter and I would trust her judgement.
