Why don't you just confront him? He tells you he was at so-and-so's house. A person (B) tells you they saw him instead at club. So you say to him, “You told me you were at Joe's house but B saw you at Club 64” etc.

I don’t think there’s anything you can say or do that will result in the situation you want, which is her being your MOH and not bringing her BF. (Unless you get lucky and one of their frequent breakups occurs right before your wedding.)
So basically you have to decide which of the bad options you’d prefer. If you say nothing your friend stays your MOH, and her abusive creep if a boyfriend is around all week. If you speak up your friend will either drop the wedding herself or be forced not to attend by her partner, which means you lose your MOH (and potentially the friendship) but you don’t have her boyfriend at your celebration.
I think if I were in your shoes I’d say nothing.
