High cost of living usually means high property prices ( not actual expensive living) so perhaps you could sugest doing one of those “dave Ramsey” type extreme saving courses, move into a bedsit and eat rice & beans for 12 months to save every penny. Then you would have some real money to put down on a property and be less affected by the local “cost of living”.
