I think only you can decide whether the relationship is enough for you. I have to say, I wouldn't see 2-3 meet ups a week that little, especially in a young relationship where you're not living together, but that's my view it's not yours, and clearly sex only once a week isn't enough for you. Saying that, is his busy work life the norm, or a short term thing, because of if there's a defined time, I'd be more inclined to patience for a little longer, but if there's no end date I sight, that's different.
Again, only you can decide what you need, and how important those things are to you, compared to his importance to you.

Being drunk is never a good excuse
Rent is usually by room. I think a 60/40 split sounds fairer but this is going to be up to the three of you to decide. Even if they only use one bedroom, they will still both be taking up space in the common areas. Utilities should be split three ways for sure.
If you can afford a studio on your own, I think that would be better.
