I may get downvoted but hey, a lot of people are saying that there wasn't a power imbalance as they were kids of a similar age so it can't be grooming. But actually there is a power balance, Sage is adopted and Rose is a bio child. Sage could have at some point thought that if he didn't go along with this (at the very very beginning) this family may leave him too. Thus creating the imbalance and giving Rose the power over him. That's not to say they are very much in love now.
