You are being decent and considerate, but sometimes by not taking a decision we take the decision. If your relationship isn't something he immediately knows he wants to fight to preserve and strengthen, is there anything there worthy of continuing?
I can't judge, and it's entirely my point of view, but the way you phrase his attitude wouldn't make me optimistic that this is your life partner. Lots of relationships that eventually succeed do have breaks, but the tone seems to be that he might, possibly, eventually, if nothing better presents itself, after he's done a lot of exploring, settle for coming back to you. Do you really want to be someone's consolation prize if the rest of his life doesn't work out? Surely you are worth more. I'm also never quite sure about those who claim that it's about whether they want to be in a relationship per se, like it's nothing personal, it's just the institution they aren't sold on. In many cases, (although not always), “I'm not ready for a relationship” simply means “I'm not ready for a relationship with you “
You have said you will give him a period of reflection, but that doesn't mean your life has to stand still because his is. Control what you can control, look for other places to live!, and think about other things which will make you happy, some of which you likely wouldn't have been able to do as a couple with this man. Actively try to make yourself happy, rather than sitting in silence like a woman in court waiting on the return of the jury.
Think about what YOU want, as well as taking into consideration what he wants. And bear in mind that what you want may have changed during your period apart, which is perfectly valid.
At some point you will meet someone who so wants to be with you that he thinks the offer is like winning the lottery. Doesn't necessarily make for happy endings , but it's probably a better start than starting out with such low expectations .
