He has not talked to her very much and he is not the best person to know where she would be, so he really isn't as much use as this time showed. Basically, whenever he is concerned he can talk to someone who does know about her and begin to fade out better.
To me, it sounds like this woman is distracting herself from her problems with sexual fantasies and fantasies of another life in order to avoid her own problems in that while she would take up the chance, she is such a complete dumpster fire that she doesn't have a chance in hell of actually courting anybody with more than enough brain cells to use logic and realize that themselves.

And the State Department warnings are well known to be ridiculously over the top, imagine what they'd warn people about the US if they did a review of that nature for their own country. Plus this woman is Dutch, not American, so it would be their equivalent she would contact, not the State Department.
