Generally, girls will not hesitate to turn you down if they aren't interested in going out, the easiest way being the old “I have a boyfriend” (even if it's not true). But there are some questions:
How long has the ghosting been? Sub-question, how busy is she? If it's only been a few days, she could be busy with work, family stuff, schoolwork, whatever. Stuff happens.
Did you make it clear you were asking her out romantically? If she just thinks it's a cool hang, she might not feel as obligated to explain the ghosting. I had a relationship like that in college. I was serious but never explicitly made a move so we were stuck in limbo (until she met someone who was more clear).
