If a puppy left the breeder at 12 weeks, then put back for sale at 20 weeks, the breeder isn't going to get much for the pup since most people buying puppies are trying to get them as young as possible for that extra cute phase. OP already got the puppy at a discount. The breeder I got my puppy from only offered 10% back if you wanted to return it.
