Invasion of privacy aside, his messages with this woman seem gratuitous – it's one thing to make conversation in person because you're an extrovert, it's another to carry on an extended, flirty back and forth for an hour via text. If you hadn't told me you were dating him I would assume he was interested in this other woman. Since you are dating him, it's up to you to decide if his explanation passes the sniff test.
